The study presents the analysis of regional policy in Lithuania, including legal basis, policy documents, and policy instruments.
Effectiveness and Efficiency of Public Expenditures in the Education Sector (Vilnius, 1999)
The study was dedicated to the analysis of efficiency and effectiveness of public expenditure on education in Lithuania. In attempt to examine the situation and to come up with recommendations for the increase of effectiveness and efficiency of public expenditures on education, many of the aspects of education system and its financing, labour market, financial and social demands were analysed. In the framework of the study, a public opinion poll on the evaluation of education situation in the country was carried out. The study provided recommendations allowing to define financing priorities and possible structural changes of the National budget expenditures on education in Lithuania.
Foreign Trade Relations, Foreign Trade Regimes and Foreign Direct Investment in the Baltic Countries: Lithuania (Vilnius, 1999)
The research project was designed to analyse the following issues: the status and character of mutual trade and investment flows between the Baltic economies, as well as between them and the third countries; motivations and spill over effects of FDI, the role of policy related and non-policy related factors; implications for external economic relations and the domestic economies.
Master Plan for Vilnius City: Economic Development (Vilnius, 1998-1999)
The project included analysis of economic development trends and current situation in Vilnius City within such spheres as capital investment, hotel sector, office sector, housing, real estate market, and retail trade. Sources of finance needed for investments into the spheres indicated in the Plan were also foreseen.
Programme on Decreasing Economic Threats and Ensuring Economic Security of Lithuania (Vilnius, 1998)
Within the Programme, ERC carried out analysis of the following issues: Evaluation of Crime Threats Impact on Lithuania’s Economy, which included analysis of hidden economy, crime situation, organized crime, illegal migration, smuggling, and corruption; Evaluation of Derangements in Lithuania’s Economy Due to Possible Financial Crisis, which included analysis of issues related to currency exchange rate, activity of banks, current account deficit, fiscal deficit, monetary expansion, and others; Evaluation of Derangements in Lithuania’s Economy Due to Possible Social-Political Instability, which included analysis of social factors (such as unemployment, poverty, society’s differentiation by income level, and others), analysis of political factors (such as influence of various groups of interests, society’s confidence regarding public institutions, etc.), and analysis of problems related to national minorities.
Rural Tourism Development Programme (Vilnius, 1998)
The main objective of the Programme was to clarify and analyse trends, situation and possibilities of Lithuanian rural tourism. Special attention was paid to the issues related to the investment and financing, training, marketing, and organization of rural tourism services.
Cultural Tourism Development Programme (Vilnius, 1998)
The Programme covered such issues as prerequisites of cultural tourism expansion in Lithuania; characteristics of customers of cultural tourism services; characteristics of cultural tourism product; co-ordination of management activities in cultural sector and tourism sector; marketing activity and guidelines for its improvement; characteristics of financial sources for the development of cultural tourism and analysis of investment possibilities in this sphere.
Vilnius Economic Profile (Vilnius, 1997; 1998)
The main goal of the project was to describe the important aspects of the city’s economy and its environment, among them: geographic and area characteristics, demographic and labour force characteristics, indicators of quality of life, main trends and indicators of economy to the greatest extent possible. Special attention was paid to the aspects of the city’s economy of importance (current and potential) to local and foreign investors, e.g. banking, securities market, insurance market, tourism industry, foreign direct investment, real estate market, and legal environment for business.
The Impact of Barriers to Entry on the Speed of Transition: A Comparative Study of Countries in Different Stages of Transition (Vilnius, 1998)
The project analysed the impact of barriers to entry on the speed of transition in five CEE countries with different development backgrounds and traditions. Although initial steps of removing the barriers to entry of new firms were taken and there was an explosion of new enterprises in all transition economies, these entries were not uniform across sectors and size groups. The underlying reason for all undesirable features was the fact that barriers to entry were not completely removed. The aim of the project was to use enterprise surveys and company registers in Poland, Hungary, the Czech Republic, Lithuania and Albania, to analyse the dynamics of new entry and identify the specific barriers to entry and their impact in each of the five countries with the view of developing appropriate policy recommendations.
Programme of Tourism Development in Trakai Region (Vilnius, 1997)
The programme presented detailed analysis of tourism industry’s resources as well as its effects in Trakai region and wide range of recommendations how to improve efficiency of tourism services in the region.
