Lithuanian Government advisors in negotiations with “Williams” and “Yukos” (2001)
ERC advised Lithuanian Government and Ministry of Economy in negotiations with US company “Williams” and Russian company “Yukos” regarding sale of AB “Mažeikių nafta“ share portfolio to „Yukos“.
Country Evaluation of Rural Development in the Light of Agenda 2000 (Vilnius, 2001)
The aim of the study was to secure an effective control function by the European Parliament on Agenda 2000 policies on rural development, and the specific objective was to get the EP Committee on Agriculture and Rural Development fully informed about the rural development issues in the context of Agenda 2000 in order to be ready for its initial assessment. A team of experts of all countries involved (Denmark, the Netherlands, UK, Poland, Hungary and Lithuania) were invited to conduct this study. The ERC provided expertise on rural development issues in Lithuania. The study included a broad overview of innovativeness of rural development programmes under Agenda 2000; an insight into partnership issues in rural development programmes; and a first indication of the efficiency of implementation of rural development programmes.
Institutional Development of the Ministry of Finance: Economic Forecasting (Vilnius, 2000 - 2001)
In the framework of a PHARE funded project Economic Reserach Centre provided support to the team leader for the implementation of the co-ordination process sub-project. This included preparation of the study on relations between institutions participating in preparation of forecasts on macroeconomic indicators in Lithuania.
Strategic Development Plan for Klaipėda City (Klaipėda, 2000–2001)
The project covered the following issues: analysis of the socio-economic situation in the city and surrounding territories, including development of industry, services sector, labour market, etc.; formulation of the strategy and action plan for the economic development of the City which foresees job creation opportunities, development of tourism, assistance to small business.
The Special Preparatory Programme for Structural Funds (Vilnius, 2000–2001)
The preparation of the Programme was a PHARE funded project serving as major and critical component of Lithuania’s preparations for accession to the European Union. The goal of the project was to assist Lithuania’s preparation for the use of pre accession funds and to be fully prepared to benefit from the assistance provided by EU Structural and Cohesion Funds. To achieve this aim Lithuania has updated the EU Accession Programme for the period 1999-2002 and including commitment to create an effectively functioning institutional and legislative system as well as a system of financial control and management compatible with EU standards. Economic Research Centre involvement as a local consultant was mainly in areas related to human resource development and training, institutional and administrative development, as well as in preparation of National Development Plan.
Economic expertise of UAB “Šiaulių oro uostas” business plan (Vilnius, 2000)
The goal of UAB “Šiaulių oro uostas” business plan validity’s expertise was to answer the following questions: whether The Development and Expansion Plan for Šiauliai air port that was carried out in 1995 was cost-effective and whether the plan was based on figures that were adequate to the real economic situation in Lithuania. A key aspect of which was based the analysis of the business plan’s validity was whether UAB “Šiaulių oro uostas” was able to generate adequate income, i.e. the validity of income presumption. ERC prepared economic expertise of UAB “Šiaulių oro uostas” business plan on behalf of the State Control.
Second Baltic Economic Forum (Vilnius, April 2000)
The Annual Baltic Economic Forum is a large-scale international conference held in one of the Baltic Capitals each year. The Second Forum took place in Vilnius. Economic Research Centre was invited as a local partner to organize the event with Latvian Business School, the initiator of International Conferences. The main goal of the conference was to bring both the leading politicians and entrepreneurs of the three Baltic Countries for discussions on the key issues concerning the countries today and affecting the future, and to contribute to the development of economic relations of the Baltic States among themselves, as well as with the Eastern and Western markets. The conference hosted over 200 participants, including high-level government representatives, leading politicians, investors, and economists.
U.S.–Baltic Power Investment Seminar (Vilnius, February 2000)
The conference was organized and sponsored by the US Department of State, US Department of Energy, USAID and the Baltic Energy Council. The conference was hosted by the Ministry of Economy of Lithuania. The conference served up to 150 participants. The purpose of the seminar was to show US support for the Baltic energy development and to highlight US efforts in promotion of investments in the countries. The other goal of the seminar was to present the outlines of the investment environment in each of the countries and to evaluate their policies toward reform and private investment in the energy sector, to present different Ignalina Nuclear Power Plant closure scenarios, and to discuss financing issues and experiences from inside and outside the Baltics. Within the framework of the seminar, US Secretary of Energy Mr. Richardson and the Ministers of Economy of the Baltic States signed a Joint Clean Energy Statement. The Economic Research Centre acted as a local partner for the main organizer Elektrotek company (US), providing support services, local logistical works, arranging and scheduling all activities associated with the seminar, handling preparation of the materials and seminar‘s proceedings.
Regional Development in Lithuania (Vilnius, 2000)
The aim of the project was to assist Vilnius County administration in the analysis of the social and economic situation in the County (the Baseline Study was prepared by ERC) as well as in preparation of the Regional Development Plan. Other activities of the ERC included ex-ante evaluation of the Preliminary National Development Plan for Lithuania and regional development plans for Klaipėda, Utena and Marijampolė counties as well as assistance in preparation of the business plan for Vilnius Regional Development Agency.
Business Development Programme in Utena and Marijampolė Counties (Vilnius, 2000)
The aim of the project was to create opportunities for small and medium size enterprises to receive subsidized consulting and training services in the centers and other locations of the counties of Lithuania. This project was a part of Business Development Programme financed by EU Phare. Within the project Economic Research Centre was acting together with some other partners, namely: Mas Consult, Vilnius Consulting Group and Department of Export of Lithuanian Economic Development Agency. The main task of ERC was to provide consulting services on marketing issues to enterprises of Utena and Marijampolė counties.
